Headquartered in Luzerne County, the company provides road construction, site development, excavation, milling, bridge and structural work, concrete installation, and aggregate production through its regional quarry and asphalt plant operations.

We are hiring a Civil Construction Estimator / Project Manager to play a critical role in both preconstruction and project execution activities. This position is responsible for preparing competitive bids, analyzing project costs, managing awarded projects, and partnering closely with field operations to ensure successful project delivery from estimate through completion.


The role works directly with ownership, operations leadership, field supervisors, and subcontractors to support accurate pricing, efficient project execution, and strong project profitability. Responsibilities

  • Prepare detailed cost estimates for civil construction projects including paving, concrete, excavation, and storm utility work
  • Perform quantity takeoffs, subcontractor/vendor solicitation, and pricing analysis
  • Utilize HCSS (HeavyBid / HeavyJob) software for estimating, bid development, and project cost tracking
  • Participate in bid strategy meetings and assist with proposal preparation and submission
  • Transition awarded projects into project management responsibilities including budgeting, cost control, schedule coordination, and subcontractor oversight
  • Track job costs, production rates, and project profitability throughout project lifecycle
  • Conduct site visits and collaborate with field leadership to validate production assumptions and estimate accuracy
  • Maintain strong relationships with subcontractors, suppliers, and municipal clients
Qualifications

  • Minimum 5+ years of estimating experience in civil / heavy construction (more experience strongly preferred)
  • Experience estimating paving, concrete, excavation, and site utility projects
  • Field estimating or field operations experience strongly preferred
  • Working knowledge of HCSS software (HeavyBid, HeavyJob) or similar heavy civil estimating systems
  • Ability to manage projects post-award as Project Manager
  • Strong understanding of production rates, job costing, and heavy civil construction methods
  • Valid driver's license and ability to travel to regional jobsites
